The Smokefree Councils Implementation Kit: A guide for local health promoters has been developed by the Cancer Society of New Zealand and the Health Sponsorship Council (HSC). Its purpose is to guide tobacco control workers, health promoters, smokefree advocates and others through the process of advocating to councils for, and implementing, smokefree outdoor public places. The Implementation Kit comes in three main parts.
1. Main document
The Main document starts by making the case for why we need smokefree outdoor public places, and outlines the steps to be taken in getting ready to approach your local council. Further steps are provided for once your council has agreed to the introduction of a smokefree outdoor area policy. Lots of helpful advice is provided, based on input from individuals and working groups who have already been through the process.
2. Case studies
Eleven individual case studies are included, each describing how health promoters approached local councils in different localities about implementing smokefree outdoor public places policies. Some approaches were very successful, while in other instances further approaches will need to be made. However, each case provides valuable lessons and insights.
3. Resources
The Resources section contains a range of resources including actual submissions made to councils, example documents, media releases, written resources and more. Throughout the text of the Main document and the case studies, reference is often made to these resources.
